​Inspection of Oberon and Cooma Correctional Centres

Terms of Reference

The Inspector of Custodial Services will be conducting inspections of Cooma Correctional Centre and Oberon Correctional Centre. These inspections are scheduled for the last week of February and March 2020, respectively.

Cooma Correctional Centre

Cooma Correctional Centre is a male minimum and medium security facility located in Cooma. The Centre accommodates approximately 180 inmates.

Oberon Correctional Centre

Oberon Correctional Centre is a male minimum security correctional centre located at Oberon. It primarily focuses on young adults who undertake the Young Offenders Program and adults who are actively working towards their release. The Centre accommodates approximately 130 inmates.

The Inspection standards for adult custodial services in New South Wales will be used in conjunction with other relevant standards, legislation, policies and procedures.

The inspection will examine the following five areas from the Inspection standards for adult custodial services in New South Wales and focus on elements relevant to each centre.

These inspections will focus on matters related to:

  • custodial conditions, including safety and security
  • the treatment, care and wellbeing of inmates, including privacy
  • the rehabilitation of inmates, including programs, education, and preparation for release
  • reparation through inmate employment, and 
  • resources and systems, including the staffing and management of each correctional centre.
The Inspector of Custodial Services may consider any other relevant matters in the course of this inspection.
